Foreign Student Scheme

Common Challenges Faced When Applying For Singapore Permanent Resident

1. Understanding Stringent Eligibility Criteria

Deciphering the complex eligibility criteria for Singapore PR can be daunting. Applicants must meet specific qualifications, employment status, and income levels, which may be challenging to interpret and satisfy without expert guidance.

For instance, the Professionals/Technical Personnel & Skilled Worker (PTS) scheme requires applicants to hold an Employment Pass or S Pass, which excludes Work Permit holders unless they are married to a Singapore Citizen or PR.

Singapore Immigration and Checkpoints Authority’s (ICA) receives an average of 150,000 applications every year. But based on numbers provided by Singapore Parliament, the total number of new SPR granted was 33,400, or only 22% of all applications. 

*The grant figure in 2021 included several thousand applicants who were approved in-principle but had not completed all the required processes to be granted PR by end-2020 due to travel restrictions amid the COVID-19 situation.

2. Always staying Updated with Changes in Immigration Policies

According to the Ministry of Manpower’s official website, starting from 1st September 2023, minimum salary requirement for S Pass and Employment Pass holders is $5,000 and $3,150 (all sectors except financial services) and $5,500 and $3,650 (financial services). But starting from 2025, this standard will increase further by $150-700.

Getting a Singapore Permanent Resident status was way easier back then. But according to the data shown in Singapore Population Brief 2023, the total number of PRs granted dropped drastically due to the tightening of immigration framework in late-2009, which led to a high rejection rate.

The PR application process requires extensive and precise documentation. Missing, incorrect, or low-quality documents can lead to delays or rejection, a common pitfall for those applying without professional help.

Starting from June 26th 2024, the Singapore Immigration and Checkpoint Authority has tightened the requirement for applying for Singapore Permanent Resident. For example, all forms must be filled out online and applicants now have to provide more detailed information.

The lengthy processing times for PR applications, often six months to a year or more, add to the stress and uncertainty. Without professional guidance, applicants may struggle with planning their future in Singapore amid this uncertainty.

An applicant submitting in January might wait until December for a decision, complicating personal and professional plans due to the lack of timely updates and advice.
